December 14, 2015 | WRMC Agenda Package Posted

November 26, 2015 | LTC Meeting Highlights

The meeting started at 4:00 pm in order to accommodate people who normally work during the day and cannot regularly attend LTC meetings. The LTC went in camera to discuss membership on the Special Advisory Planning Commission (Waste and Resource Management Commission).  The Commission was invited to join a portion of the session. In the Rise and Report, the NPI LTC directed staff to report on options for pursuing the land use planning for waste management in the event that the Commission is dissolved. The NPI LTC also amended the Land Use Planning for Waste Management project charter with an updated timeline and budget. Additionally, the NPI LTC adopted Bylaws 195 and 197 (Clam Bay Farm) which will be posted shortly. A final report was received on Age Friendly planning from consultant James Van Hemert, and the project charter for the Housing STVR top priority was amended.   

November 7, 2015 | STVR Public Workshop

The LTC has scheduled a public workshop on short term vacation rentals Saturday, November 7, 2015 at the Anglican Parish Hall 4703 Canal Rd from 1pm to 4 pm.

October 29, 2015 | LTC Meeting Highlights

The LTC received a draft of the Age Friendly Plan and requested a few changes prior to the final plan being received in November. The LTC also reviewed a referral from the Salt Spring Island LTC to zone for an abattoir, North Pender LTC supported the application.  The LTC added potable water to its project list. The LTC also appointed Garnet Coburn to the Advisory Planning Commission.

September 10, 2015 | LTC Meeting Highlights

The LTC approved Bylaw No. 200, which amends the Advisory Planning Commission Bylaw No. 166 to enable membership on Special Advisory Planning Commissions by residents from outside of the North Pender Island Local Trust Area.  The LTC also adopted an enforcement strategy to enforce bylaw violations related to disposal, storage of waste or recyclable materials, and storage of vehicles or vehicle parts without written complaint. The LTC appointed Sara Steil and Pricilla Ewbank to the Board of Variance, Ron Underhill to the Advisory Planning Commission, and Gordie Duncan (South Pender) to the Waste and Resource Management Commission.    

August 18, 2015 | Inaugural Task Force Meeting Scheduled

The Waste Management Task Force will meet August 18, 2015 at 12:30 p.m. at the Community Hall, 4418 Bedwell Harbour Rd.  Meetings are open to the public.  Read the notice of meeting here.

July 30, 2015 | LTC Meeting Highlights

The LTC held a public hearing for proposed Bylaw No. 198 (NP-RZ-2014.1).  After giving proposed Bylaw No. 198 Third Reading, it was then referred it to the Executive Committee for consideration.  The LTC approved a Development Permit for the Driftwood Centre (NP-DP-2015.3), a Development Variance Permit on Plumper Way (NP-DVP-2015.6) and a Temporary Use Permit for the Magic Lake Market to permit the garbage drop-off facility (NP-TUP-2015.2).  The LTC also amended the Terms of Reference for the Waste Management Task Force (Special Advisory Planning Commission) and gave three readings to an APC bylaw amendment in order to enable South Pender residents to sit on the task force.    

July 30, 2015 | Notice of Public Hearing

The local trust committee will hold a Community Information Meeting followed by a Public Hearing on proposed Bylaw No. 198.  In general terms, the purpose of the proposed bylaw, is to amend the Land Use Bylaw to permit an 83.6m2 (899.9 ft2) existing dock.  Click here to read the Notice.  For more information see NP-RZ-2014.1 (Wallace Point Rezoning).   

July 29, 2015 | APC Appointments

The North Pender Island (NPI) Advisory Planning Commission (APC) elected Michael Symons as Chair and Barbara Johnstone Grimmer as Vice Chair.  Barb Grimmer was also appointed as the NPI APC liaison to sit on the Pender Island Waste Management Task Force/Special Advisory Planning Commission.

June 18, 2015 | LTC Meeting Highlights

A public hearing for Bylaw 198 was held. Bylaw 198 will change the water zone around Wallace Point to permit an oversize dock. A second public hearing will be held July 30, 2015. The NPI LTC approved two Development Variance Permits, one to allow a wheelchair ramp at the Gulf and Country Club and the second to permit a garage addition and deck within the shoreline setback on Plumber Way. The LTC endorsed a project charter to conduct public consultation and explore regulations for short term vacation rentals on North Pender Island.  It also amended the Terms of Reference for the Waste Management advisory group, and made it a “Task Force” instead of an “Advisory Planning Commission.” In the Rise and Report, the LTC announced the following people were appointed as voting members of the Task Force: Jim Petrie, Michael Sketch, Ursula Poeppel, Don Korbin, Elizabeth Montague, and Dale Henning. Two spots are yet to be filled by South Pender residents. The following Ex-Officio appointments were also made: Dave Ripner, Richard Philpot, Anne Burdett. (Note: Anne Burdett has since withdrawn her expression of interest and is not a member of the Task Force).

April 30, 2015 | LTC Meeting Highlights

The LTC gave second reading to Bylaw No. 198, a bylaw to rezone the water zone around Wallace Point in order to permit a large dock.  The LTC also agreed to put first priority on consideration of vacation rentals over other matters within the housing top priority.  The LTC approved a Terms of Reference for a Waste Management Special Advisory Planning Commission and directed staff to advertise for members.  The LTC also appointed Benjamin McConchie, Dorothy Murdoch, Barbara Johnstone Grimmer, and re-appointed Michael Symon, Julie Roper and Sharon Card to the regular North Pender Island Advisory Planning Commission for a term of one year commencing April 24, 2015. 

April 23, 2015 | APC Meeting Scheduled

The North Pender Island Advisory Planning Commission will meet April 23, 2015 at 10:00 am in the Community Hall Lounge to discuss the LTC top priority of housing

March 26, 2015 | LTC Highlights

The LTC approved a development permit and development variance permit to enable a boundary adjustment on Razor Point Road (NP-DP-2015.1 (Cooke) & NP-DVP-2015.2 (Cooke).  The LTC also considered two LTC Top Priorities: housing and land use planning for waste management.  The LTC endorsed a project charter for waste management that will involve appointing a Special Advisory Planning Commission to tackle the issue. The housing discussion resulted in a referral to the Advisory Planning Commission to advise on refining the scope of the project.

March 4, 2015 | LTC Meeting Highlights

The LTC approved the Development Variance Permit application for NP-DVP-2015.1 (Bradley) for a carport at 4814 Cannon Crescent.  The LTC also passed a resolution to put application NP-RZ-2012.1 (Burdett) on hold, pending the outcome of a community wide land use planning process for waste management.  The application for variance for a workshop on Hoosen Road (Hope Bay Bible Camp) was removed from the agenda at the request of the applicant. The LTC also reviewed an updated project charter for the Age and Disability Friendly Planning top priority. 

February 3, 2015 | North Pender LTC Special Meeting Highlights

The North Pender Island Local Trust Committee had a special business meeting to discuss its work program.  The LTC confirmed the following top priorities: 1) Housing; 2) Waste Management; and 3)  Age and Disability Friendly Planning.  The LTC is hoping to take an integrated approach to these long range planning projects. Within the housing priority, it will focus on affordable housing as well as vacation rentals in residential zones.  The  LTC will be working to scope out its new priority projects over the coming months.  

January 22, 2015 | LTC Meeting Highlights

At its first regular meeting of the new term the LTC introduced a new meeting format, holding a town hall session at the beginning and end of each meeting.  Today’s agenda reviewed 5 applications which included the following: a Salt Spring bylaw referral; advancing NP-RZ-2012.2 (Clam Bay Farm) rezoning; approving two variances; and discussing NP-RZ-2012.1 (Burdett).  Deferring consideration of the Burdett rezoning until after the February 3rd Special Meeting, being held at the Legion Hall, the LTC will review its Work Program and set priorities for the coming year.
